The sill can sit no higher than 44 inches above the floor. Those two minimums do not reach 5.7 square feet on their own. A 20 by 24 inch opening is 480 square inches, and 5.7 square feet is about 820 square inches. Casements, the most common egress window, swing all the way out like a door. A double-hung opens only half its height, so the window has to be about twice as tall. A slider has to be about twice as wide as the 20 inch minimum.

Anne Arundel County's permit list includes finishing a basement and renovating inside a home's existing footprint.
